This paper is the first major and a thorough study on the Merger & Acquisition (M&A) activities in Vietnam’s emerging market economy, covering almost entirely the M&A history after the launch of Doi Moi. The surge in these activities since mid-2000s by no means incidentally coincides with the jump in FDI and FPI inflows into the nation. M&A industry in Vietnam has its socio-cultural traits that could help explain economic happenings, with anomalies and transitional characteristics, far better than even the (...) most complete set of empirical data. Proceeds from the sales of existing assets and firms have mainly flowed into the highly speculative industries of securities, banking, non-bank financials, portfolio investments and real estates. The impact of M&A on Vietnam’s long-term prosperity is thus highly questionable. An observable high degree of volatility in the M&A processes would likely blow out the high ex ante expectations by many speculators, when ex post realizations finally arrive. The effect of the past M&A evolution in Vietnam has been indecisively positive or negative, with significant presence of rent-seeking and likelihood of causing destructive entrepreneurship. From a socio-economic and cultural view, the degree of positive impacts may result in domestic entrepreneurship which will perhaps be the single most important indicator. (shrink)

Background: Critically ill patients often require complex clinical care by highly trained staff within a specialized intensive care unit (ICU) with advanced equipment. There are currently limited data on the costs of critical care in low-and middle-income countries (LMICs). This study aims to investigate the direct-medical costs of key infectious disease (tetanus, sepsis, and dengue) patients admitted to ICU in a hospital in Ho Chi Minh City (HCMC), Vietnam, and explores how the costs and cost drivers can vary between the (...) different diseases. -/- Methods: We calculated the direct medical costs for patients requiring critical care for tetanus, dengue and sepsis. Costing data (stratified into different cost categories) were extracted from the bills of patients hospitalized to the adult ICU with a dengue, sepsis and tetanus diagnosis that were enrolled in three studies conducted at the Hospital for Tropical Diseases in HCMC from January 2017 to December 2019. The costs were considered from the health sector perspective. The total sample size in this study was 342 patients. -/- Results: ICU care was associated with significant direct medical costs. For patients that did not require mechanical ventilation, the median total ICU cost per patient varied between US$64.40 and US$675 for the different diseases. The costs were higher for patients that required mechanical ventilation, with the median total ICU cost per patient for the different diseases varying between US$2,590 and US$4,250. The main cost drivers varied according to disease and associated severity. -/- Conclusion: This study demonstrates the notable cost of ICU care in Vietnam and in similar LMIC settings. Future studies are needed to further evaluate the costs and economic burden incurred by ICU patients. The data also highlight the importance of evaluating novel critical care interventions that could reduce the costs of ICU care. (shrink)

Mục tiêu của bài nghiên cứu nhằm kiểm tra mức độ lan truyền trong tỷ suất lợi nhuận và độ biến động tỷ suất lợi nhuận từ các thị trường chứng khoán phát triển (Hoa Kỳ và Nhật Bản) đến tám thị trường (...) các nước mới nổi (Ấn Độ, Trung Quốc, Indonesia, Hàn Quốc, Malaysia, Philippines, Đài Loan, Thái Lan) và Việt Nam. Nghiên cứu sử dụng các biến ngoại sinh là cú sốc từ thị trường Mỹ và Nhật Bản và hiệu ứng ngày trong mô hình ARMA(1,1)-GARCH(1,1) trên dữ liệu của các nước mới nổi khu vực châu Á và Việt Nam nhằm đánh giá tác động lan truyền. Nghiên cứu đưa ra một số kết quả như sau. Thứ nhất, hiệu ứng ngày tồn tại trên sáu trong số chín thị trường chứng khoán được nghiên cứu, ngoại trừ Ấn Độ, Đài Loan và Philippines. By using multilevel mediation involving 322,589 posts made by 384 musicians over 104 weeks, we simultaneously analyze the short-term and long-term effects of charity-related signaling on sales, with social media engagement as the mediator. Specifically, we compare the effects of charity-related signals with those of two other types of signals: mission-related (i.e., promoting music and commercial products) and non-mission-related (i.e., other posts that do not relate to the other two categories). In the short term, the indirect effect of using charity (...) signaling on sales (through engagement) is positive, though smaller than the effects of mission-related and non-mission related signals. However, in the long term, the indirect effect of regularly using charity-related signaling on sales (through long-term engagement) is greater than for the effects involving the other types of signals. We derive from these findings three main implications for the business ethics literature. First, in the long term, the mutual economic benefits of charity signaling should encourage both entities (i.e., musicians and charities) to go beyond short-term, transactional philanthropy. Second, because it is profitable for musicians to partner with charities in the long-term, our research argues that charities have extensive bargaining power in such co-branding decisions. Third, our research highlights the importance of studying the longitudinal aspects of co-branding decisions involving non-profit organizations; the financial outlook of such decisions could greatly vary depending on the timeframe (i.e., short vs. long). Starting with the first international publication of Le Van Thiem (Lê Văn Thiêm) in 1947, modern mathematics in Vietnam is a longstanding research field. However, what is known about its development usually comes from discrete essays such as anecdotes or interviews of renowned mathematicians. We introduce SciMath—a database on publications of Vietnamese mathematicians. To ensure this database covers as many publications as possible, data entries are manually collected from scientists’ publication records, journals’ websites, universities, and research institutions. Collected data went (...) through various verification steps to ensure data quality and minimize errors. At the time of this report, the database covered 8372 publications, profiles of 1566 Vietnamese, and 1492 foreign authors since 1947. We found a growing capability in mathematics research in Vietnam in various aspects: scientific output, publications on influential journals, or collaboration. The database and preliminary results were presented to the Scientific Council of Vietnam Institute for Advanced Study in Mathematics (VIASM) on November 13th, 2020. (shrink)

According to the extended mind thesis (EM) and other enactivism proposals, the extendedconscious mind thesis (ECM) asserts that the material substrate of conscious mental states can extend beyond theboundary of the brain and into the environment. However, EM does not entail ECM. We examine the argumentsfor and against ECM, focusing on the supporting side's reasoning for the parity principle argument andsensorimotor interaction. We contend that their reasoning is flawed, and that they cannot guarantee the enactiyeeffect in explaining all of the (...) characters of consciousness. As a result, we suggest that we need a consensus onthe theory of consciousness, one that can meet the conceivability and reflexivity criteria of consciousness, as atheoretical prerequisite for exploring ECM while also assisting us in understanding the nature of mind. The question of how we can be certain that we have an epistemic justification for our self-knowledge has been among a central debate in philosophy of mind. The basic idea of the immunity to error through misidentification thesis (IEM) in explaining self-knowledge is that certain self-ascriptions of mental states concerning first-person content are not prone to error for the self-conscious ‘I’-thoughts. One of the accounts that supports that claim is agentialism. According to this view, we can have beliefs and intentions (...) about ourselves because we exercise agency over them. However, irrational factors such as emotional interference, inconsistent subject affiliation, and different views on the mind leading to different self-references can call this claim to the subject’s rational agency into question. This paper examines the agentialism, identifies its flaws, and presents two alternative strategies to support a rationalist account of self-knowledge—which is generally weaker than agentialism. It argues that the agential approach to self-knowledge is too demanding on the subject’s consciousness thus a more moderate approach is required to satisfy both first-person authority and the epistemic reliability of self-knowledge. Although the idea that sexual violence is a “structural” problem is not new, the lack of specification as to what that entails blocks effective responses to it. This paper illustrates the concept of sexual violence as structural in the sense of containing a type of moral wrong called “structural wrong” and discusses its practical implications. First, I introduce a distinction between two types of moral wrongs—interactional wrongs and structural wrongs—and I argue that the moral problem of sexual violence includes both (...) types, each of which calls for a different set of moral responses. Second, drawing on Iris Marion Young’s social connection model of responsibility, I argue that recognizing the structural-wrong element of sexual violence does not reduce individual perpetrators’ responsibility for it. Instead, it implies that a broader group of agents are required to join collective actions to reform the social structure. I conclude by evaluating some preventive programs against sexual violence through the lens of structural wrongs and providing directions to advance them. (shrink)

In ‘Equity and Marxist Buddhism,’ Tzu-wei Hung engages with the Marxist Buddhism developed by Taiwanese philosopher Lin Qiu-wu in the 1920s, brings this underexplored theory to the table and discusses a few merits and insights of the theory. Building on Hung’s analysis, this paper paper elaborates on the lessons and insights that Taiwanese Marxist Buddhism provides for modern times. The first three lessons are distinctive points that Taiwanese Marxist Buddhism brings to the discussion on combining Marxism and Buddhism: the connections (...) between the ethical and political, the responsibility for pursuing social justice and the nonviolence means towards social justice. The last lesson comes at the meta-philosophical level, focusing on how Hung’s engagement with Taiwanese Marxist Buddhism sheds light on the issue of diversifying the discipline philosophy. Overall, I argue that Taiwanese Marxist Buddhism not only makes contributions to theoretical frameworks while providing a practical means for pursuing equity and social justice, but it also manifests the epistemic and moral values for engaging with under-represented philosophical traditions. Structural injustice exists when the influence of social structure exposes some groups of people to undeserved burdens while conferring unearned power to others. It has been argued that the responsibility for addressing structural injustices should be shared among those participating in the social structure and can only be discharged through collective action; however, the proper form of collective action does not happen easily. To address structural injustice effectively, we need to gain clarity on the practical challenges that are involved and (...) explore possible means of implementing shared responsibility. This chapter thus aims to contribute to the study of addressing structural injustice in the following two ways. First, building on previous studies, I categorize three forms of practical challenges that have been encountered by existing proposals for discharging shared responsibility for structural injustice. Second, I offer an alternative proposal, which I will refer to as the deliberative mini-public proposal, and argue that it has the potential to mobilize structural change and better overcome the identified practical challenges. This paper summarizes the evolution of analytic philosophy in Taiwan, examines its impact within and beyond academia, and discusses the future of the discipline. The roots of modern philosophy in Taiwan can be traced back to the Japanese colonial era, and analytic philosophy was introduced to the country in the late 1940s when many intellectuals in China moved to Taiwan. However, massive curbs were imposed on philosophy during Chiang Kai-shek’s dictatorship, and the discipline began to thrive again only after Taiwan’s (...) democratization in the late 1980s. Nonetheless, since its introduction in the colonial era, modern philosophy has made significant contributions in Taiwan, encouraging interdisciplinary engagements, advancing civic education, and promoting the spirit of democracy and political liberation. Philosophy has played a key role in Taiwan’s remarkable transformation from an island colonized for hundreds of years to a country that recognizes democracy, freedom, and human rights. The themes of anti-colonialism and anti-domination seen in the works of modern Taiwanese philosophers not only reflect the discipline’s political and historical underpinnings but also signal how Taiwanese philosophy can acquire a distinct identity, despite being influenced by many other philosophical traditions. While still at a nascent stage, Taiwanese philosophy has the potential to join forces with other philosophical traditions in advancing the vision of decolonizing philosophy. (shrink)

The theory of science that Thomas Kuhn built in the Structure of Scientific Revolutions was considered as a hypothetical framework in this study. Since the publication of the work, many questions have arisen that call for a psychology of science. These questions are moved to another dimension through the knowledge of the decision made within Galileo Affair, which occupies an important place in modern science, fundamentally arising from an epistemic struggle and emerging out of an unscientific base rather than the (...) charge of unholiness. Abandoning the perspective which evaluates these questions within a historical process as a weak side of the Kuhnian theory of science, this study challenges the current approaches with an alternative approach. The epistemic complexity in the Kuhnian theory of science is an imperative complexity caused by human factors. From this perspective, there are potential questions for psychology of science as a field of study based on Kuhnian epistemology and it can be assumed that new problems may appear when the other epistemological questions which assumed as “answered” are reviewed in the scope of this study. The main thesis of this study is that psychology of science is possible as a valid and operationalizable research program based on Kuhnian theory of science. (shrink)

The precarious rights of senior citizens, especially those who are highly educated and who are expected to counsel and guide the younger generations, has stimulated the creation internationally of advocacy associations and opinion leader groups. The strength of these groups, however, varies from country to country. In some countries, they are supported and are the focus of intense interest; in others, they are practically ignored. For this is reason we believe that the creation of a network of all these associations (...) is essential. The proposed network would act as a support for the already-existing policies of the United Nations’ High Commission for Human Rights, of independent experts, and of the Global Alliance for the Rights of Older People. All three have long ago recommended the creation of a recognized instrument for uniting presently scattered efforts. The proposed network, therefore, will seek to promote the international exchange of relevant expertise, and it will reinforce the commitments and actions that single countries are currently taking to meet these objectives. For example, informative public events can be organised to promote particular support initiatives and to provide an opportunity for new members of the network to be presented. The network will promote health for senior citizens, disease prevention, senior mobility, safe free time for seniors, alimentary education, protection against new risks and dangers, as well as equity in the services necessary for seniors to adopt new information and communication technologies. In the case of retired academic members, the network will promote equality with respect to continuing use of digital technologies (particularly email), continuing access to research libraries, and the guaranteed ability for seniors to fund their own research programs and to deliver free seminars. Abstract: In 16 years of Vietnam Bank for Social Policies (VBSP) operation, although mobilized capital has basically met the demand for loans of poor households and other policy beneficiaries, there are still certain limitations. This study is aimed to assess the remaining difficulties in raising capital in VBSP. Research results are surveys of capital mobilization at 8 VBSP’s provinical branches and questionnaire to customers, staff at branches of VBSP across Vietnam. Reluctance to adopt mask-wearing as a preventive measure is widely observed in many Western societies since the beginning of the COVID-19 pandemics. This reluctance toward mask adoption, like any other complex social phenomena, will have multiple causes. Plausible explanations have been identified, including political polarization, skepticism about media reports and the authority of public health agencies, and concerns over liberty, amongst others. In this paper, we propose potential explanations hitherto unnoticed, based on the framework of epistemic injustice. We show how (...) testimonial injustice and hermeneutical injustice may be at work to shape the reluctant mask adoption at both the societal and individual levels. We end by suggesting how overcoming these epistemic injustices can benefit the global community in this challenging situation and in the future. (shrink)

Since 2013, Vietnam has implemented a plan to reform the whole education sector. However, there is little understanding on the status of educational research in Vietnam, which may lay the foundation for such plan. Thus, this research aims to analyze the whole picture of educational research from Vietnam, as seen from the Clarivate Web of Science (WOS) database: 215 publications were recorded, ranging from 1991 to 2018. These 215 publications were further analyzed from five perspectives: 1) number of publications by (...) year; 2) research fields and levels of education; 3) top institutions with the highest number of publications; 4) international collaboration; and 5) quality. Some of the most notable results are: 1) the educational sciences in Vietnam have been still under-developed until recently; 2) among different research topics research among educational sciences, some (e.g., Vocational Education and Training or Early Childhood Education) seemed to be overlooked whereas others (e.g., Higher Education and Teaching and Learning) seemed to receive more attention from educational scholars; 3) all the most major education – specialized universities did not appear among the top five institutions with highest number of publications; 4) Australia, Thailand, the USA, New Zealand and China were the countries with the highest number of co-publications with Vietnamese researchers; and 5) The majority of publications belonged to low-ranked journals. Implications would be withdrawn for Vietnamese policymakers, education leaders, educational researchers and teachers in order to adjust their policies and/or action plans; thus, enhancing the performance and impacts of educational research in the future. Coherence and correspondence are classical contenders as theories of truth. In this paper we examine them instead as interacting factors in the dynamics of belief across epistemic networks. We construct an agent-based model of network contact in which agents are characterized not in terms of single beliefs but in terms of internal belief suites. Individuals update elements of their belief suites on input from other agents in order both to maximize internal belief coherence and to incorporate ‘trickled in’ elements of (...) truth as correspondence. Results, though often intuitive, prove more complex than in simpler models (Hegselmann & Krause 2002, 2006; Grim, Singer, Reade & Fisher 2015). The optimistic finding is that pressures toward internal coherence can exploit and expand on small elements of truth as correspondence is introduced into epistemic networks. Less optimistic results show that pressures for coherence can also work directly against the incorporation of truth, particularly when coherence is established first and new data is introduced later. Circular economy (CE), a sustainability concept that promotes resource efficiency and waste re-duction, has garnered significant popularity in recent years due to its potential to address pressing environmental and economic challenges. This study develops the Bayesian Mindsponge Mindspongeconomics (BMM) framework/analytic method based on Bayesian Mindsponge framework (BMF) to the factors influencing young adults' pro-environmental behavior and purchases of green products at different price levels. The findings indicate that young adults who are knowledgeable about CE and value environmental protection and energy (...) conservation are more likely to engage in waste sorting, while the factors that affect their willingness to pay (WTP) more for green and en-ergy-saving products vary at different price tiers. The study demonstrates that CE knowledge, daily waste sorting habits, and environmental concern positively impact young adults' WTP for products that are 5%, 10%, and 15% higher-priced, respectively. Besides, the study also highlights the po-tential of educational programs and cultural influences in nurturing a generation that prioritizes environmental value. The research integrates multidisciplinary perspectives and offers practical implications for policymakers, educators, and businesses seeking to promote green literacy and foster an environmental culture among the youth, contributing to the broader goals of green transformation and sustainable development associated with CE and green economy, especially in urban areas of emerging countries and beyond. Nhưng bình dân hơn như dế và châu chấu cũng không còn là món dễ kiếm nữa. Tuy vậy, ở bình diện quốc tế, ăn côn trùng là cả một mặt trận truyền thông, ở đó, thông tin đôi khi trái chiều và xu hướng ăn côn trùng như thực phẩm chưa hình thành. (shrink)

There has been much work on ontological dependence in recent literature. However, relatively little of it has been dedicated to the ways in which individual physical objects may depend on other distinct, non-overlapping objects. This paper gives several examples of such object-dependence and distinguishes between different types of it. The paper also introduces and refines the notion of an n-tet. N-tets (typically) occur when there are object-dependence relations between n objects. I claim that the identity (or, rather, what I call (...) the n-dentity) conditions for n-tets are not grounded in the individual identity conditions of each of the n objects, but instead are metaphysically basic. The paper then briefly discusses some ramifications of accepting object-dependence (and n-tets) on the philosophy of biology, ethics, and logic. (shrink)

Die Aufgabe der Philosophie besteht nicht darin, den moralischen Zeigefinger zu erheben und vorzugeben, was man tun soll und was nicht. Vielmehr zeigt die Philosophie unterschiedliche Argumente auf, weshalb die eine oder andere Haltung vertretbar oder aus gewissen Gründen gegebenenfalls vertretbarer ist als eine andere. Insofern eine Gesellschaft an Klugheit interessiert ist und sich einer zukünftigen Entwicklung verantwortungsvoll stellt, kann die Philosophie eine wertvolle Aufgabe übernehmen: Die Methode, analytisch das Für und Wider abzuwiegen, bedeutet nicht zuletzt viel Arbeit und Aufmerksamkeit (...) für das Detail. Wie beispielsweise das Kapitel zur Grünen Gentechnik (Seite 6) zeigt, sind die Diskussionen um die zu fällenden moralischen Urteile nicht an ein externes Gremium zu delegieren. Im Gegenteil: Die Diskussion sollte innerhalb der Gesellschaft stattfinden, einerseits um den unterschiedlichen Haltungen Platz zu geben, andererseits aber, weil nur auf diese Weise ein echter Konsens zu Stande kommen kann. Die Rolle der Philosophie zeigt sich ähnlich auch, wenn es um die für die pluralistische Gesellschaft zentrale Toleranz geht. Die wertenden Einstellungen der Bürgerinnen und Bürger verdienen es, ernst genommen zu werden und offen diskutiert zu werden. Nur durch eine tiefgreifende Auseinandersetzung lässt sich verhindern, dass populistische Wortführer mit eigennützigen, aber aufmerksamkeitsstarken Argumenten von den Themen ablenken, die ernsthaft angegangen werden möchten: Die Vision einer friedlichen und freiheitlichen Gesellschaft, das demokratische Ideal, wird nicht mit dem Verweis auf die „Krise“ aufgegeben. Verantwortung interessiert die Bürgerinnen und Bürger schliesslich eben doch mehr, als Donald Trumps neuste Lüge. Das philosophische Themendossier zeigt, dass die akademische Philosophie viel leis-tet, um eine oberflächliche Auseinandersetzung mit gesellschaftlich und zukunftsrelevanten Themen zu verhindern. Auch wenn das auf den ersten Blick nach viel Anstrengung klingt, so zeigt der zweite Blick, dass darin viel Wohlwollen zugunsten der Gesellschaft steckt. Es lohnt sich, den Mut aufzubringen, sich intensiv mit den eigenen Werturteilen auseinanderzusetzen und das Auge vom eigenen Wohl auch auf das Wohle aller schweifen zu lassen. Philosophie kann „ansteckend“ sein und viel Freude hervorrufen: Gerade dann, wenn man neue Ideen mit dazu gewinnt oder andere Argumente für bereits gefasste Entscheidungen kennenlernt. Die Philosophie entwickelt sich fortlaufend weiter und bleibt somit mehr denn je: stets aktuell. (shrink)
